Baron von Kempen is a character on The Empress. He is portrayed by Erol Nowak.
Biography[]
Kempen is a police officer. Archduchess Sophie gives him orders to arrest protesters.

Season 1[]
Kempen led the execution of 3 revolutionists. The execution was witnessed by Emperor Franz Joseph and Archduchess Sophie. He announced to the crowd that the 3 men were sentenced to death for conspiracy, revolutionary conduct, lèse-majesté and high treason. He gave the men one final chance to speak before they were hanged.[1]
Kempen returned to the palace from the city, informing Sophie of the growing restlessness. Liberal propaganda was gaining strength and being circulated virulently. Sophie asked Kempen to make as many arrests as he wants.[2]
Kempen was put in charge of security during Empress Elisabeth's visits.
At a foundry, Elisabeth ignored orders to leave. She walked inside the foundry and gave her shoes to a young girl named Hedi. Elisabeth wanted to continue walking barefoot, but Esterházy was adamant that an Empress cannnot touch the ground. She had Kempen carry Elisabeth outside, where an angry crowd had gathered. They thought Elisabeth was too pompous to walk barefoot. The situation went out of control when dirt was thrown at the Luziwuzi's face. The officers started getting violent, and the other visits were cancelled. The police officers made many arrests and in the chaos, Hedi's brother was killed.[3]
When Elisabeth was at the palace gates, ready to leave, she was stopped by Kempen due to the protestors outside. Nevertheless, Elisabeth demanded that they open the gates.[4]
